I wasn't expecting to see many because bald eagles don't usually congregate around the hydroelectric dam when the river isn't covered in ice.
There weren't any at the VFW Park but when we drove into the observation area at the dam, there were a couple perched high in a tall tree.
As we watched the birds on our side of the river we noticed several more near the top of a large tree on the other.

For several minutes, a half-dozen eagles were flying above the water, circling around each other and cruising just over the water. I didn't see any pluck a fish, but that was the likely cause of all the activity.
The clouds made it difficult to get a crisp focus in most of my shots, there were only a couple that looked good.
Mid-January is a bit early for mating season for Wisconsin eagles but it does heat up, figuratively speaking as the calendar turns to February.
I'm looking forward to some colder and sunnier days to see more of this majestic beauty in flight.
